Putting Literacy on the Public Agenda: A Briefing Package for CUPE Activists

This document supports CUPE members’ efforts to advocate for literacy and essential skills programs. The author has included an introduction to the idea of putting literacy on the public agenda; background information about the federal-provincial Labour Market Development Agreements and Labour Market Agreements; a checklist and summary of provincial and territorial literacy activities; and a longer overview of how each province and territory currently supports literacy programming, including whether they provide funding for workplace literacy programs.
